Florida Roof Covering & Product Approval Listing Wind Mitigation Guide

Roof covering type and compliance with the Florida Building Code (FBC) directly affect wind mitigation credits.

How Roof Covering Is Evaluated on the Wind Mitigation Form

Inspectors list all roof covering types in use and verify whether each covering meets the Florida Building Code (FBC) or has a valid Miami‑Dade Product Approval. They also record the roofing permit application date or the year of installation/replacement. These details determine whether the roof qualifies for wind mitigation credits.

Roof Covering Compliance Options (Florida OIR‑B1‑1802)

  • Option A – All roof coverings meet FBC:
All roof coverings have an FBC or Miami‑Dade Product Approval listing current at the time of installation, or the roofing permit application date is on or after 3/1/2002, or the roof is original and built in 2004 or later.
  • Option B – All roof coverings meet Miami‑Dade approval (HVHZ rules):
All roof coverings have a Miami‑Dade Product Approval listing current at installation, or (HVHZ only) the roofing permit application date is after 9/1/1994 and before 3/1/2002, or the roof is original and built in 1997 or later.
  • Option C – One or more coverings do not meet A or B:
At least one roof covering fails to meet FBC or Miami‑Dade requirements.
  • Option D – No roof coverings meet A or B:
None of the roof coverings meet FBC or Miami‑Dade requirements.

Where the Credit Comes From

Wind mitigation credits for roof covering come from meeting the Florida Building Code (FBC)

What Inspectors Verify

  • Roof covering type (shingle, metal, tile, membrane, etc.)
  • Roofing permit application date
  • Year of installation or replacement
  • FBC or Miami‑Dade Product Approval number
  • Whether all coverings meet Option A or B

Why Roof Covering Matters for Insurance

FBC‑compliant roofs are designed to withstand higher wind loads and reduce the likelihood of roof failure. Carriers reward this with stronger wind mitigation credits. Newer roofs — especially those installed after 2002 — often qualify automatically.
