Citizens Depopulation in Florida (What It Means When Your Policy Is Selected)

Citizens Depopulation is a Florida program designed to reduce the number of policies insured by Citizens Property Insurance Corporation by allowing approved private insurers to assume eligible policies. If you received a depopulation packet or takeout offer, this guide explains the process, your choices, and the deadlines to watch.

Citizens Depopulation Your Policy Was Selected — Now What?

1. What Is Citizens Depopulation?

Depopulation allows insurers approved to participate by the Florida Office of Insurance Regulation to assume selected Citizens policies. The program aims to reduce Citizens’ exposure and the potential for assessments following major losses. An approved takeout company is not necessarily the best option for every homeowner; review its coverage, premium, financial information, and service arrangements.

2. Your Depopulation Packet

When a private insurer selects your policy, Citizens sends a depopulation packet showing available offers, estimated renewal premiums, and whether you may elect to remain with Citizens. The estimated premiums are not necessarily the final renewal prices. Read the response deadline carefully.

The Two Types of Depopulation Forms

Policyholder Depopulation Offer Form

This means your policy was selected for assumption and is not eligible to remain with Citizens under the applicable depopulation rules. For personal residential and commercial residential policies, at least one qualifying private-market offer has an estimated renewal premium not more than 20% greater than Citizens’ estimated renewal premium for comparable coverage. You may have multiple private offers, but remaining with Citizens is not an available selection under that packet.

Policyholder Choice Offer Form

This means your policy was selected but is eligible to remain with Citizens under the offers presented. You may select Citizens or an available private-market offer. Register your choice by the deadline through your agent or Citizens’ online choice process using the policy number and registration code in your packet. Eligibility can be reassessed later, including through future offers and renewal requirements.

Commercial Policy Rules

  • Commercial Residential: The 20% comparison generally applies to whether the policyholder can elect to remain with Citizens.
  • Commercial Non-Residential: Policyholders cannot elect to remain with Citizens through the depopulation choice process; they may consider the assumption offer or seek coverage elsewhere.

3. Agent Registration

Your agent can help review the offers and register your authorized selection. Confirm that your choice was submitted before the deadline and retain a record of the confirmation.

4. Automatic Assignment

If you do not register a choice by the deadline, Citizens generally assigns the policy to the private-market company offering the lowest estimated renewal premium. If you are eligible and want to stay with Citizens, you must actively register that choice. Do not assume that failing to respond means your policy stays with Citizens.

5. Notice of Assumption & Certificate of Assumption

When an assumption is completed, Citizens provides assumption documentation, which may include a Notice of Assumption and Nonrenewal and a Certificate of Assumption. These documents identify the assuming insurer and explain the transfer and renewal arrangements. Review all notices, including any correspondence sent to your mortgage company, and confirm the new insurer’s renewal terms and billing instructions.

Important: Citizens states there is no longer a 30-day post-assumption period to return to Citizens. Once the assumption occurs, the transfer is final. If an attempted assumption is unsuccessful, Citizens may instead notify you that the policy remains with Citizens.

6. Renewal Differences

The assuming insurer takes over the policy through the approved assumption process, but the subsequent renewal may differ in premium, deductibles, endorsements, coverage terms, and underwriting requirements. Do not assume the next renewal will be identical to your Citizens policy or to the estimated premium shown in the packet.

7. Coverage Worksheets

Citizens provides coverage comparison worksheets for available offers. Review differences in dwelling coverage, hurricane deductibles, water damage provisions, roof settlement terms, exclusions, optional endorsements, and other material conditions. Worksheets are helpful summaries, but the actual policy forms and endorsements control coverage.

8. Depopulation vs Fresh Underwriting

Advantages of Depopulation

Assumption is different from submitting a brand-new application for coverage. The approved private insurer assumes the existing policy through the depopulation process, which can make the initial transition easier than qualifying for a separately underwritten new policy. However, assumption is not a permanent waiver of underwriting requirements.

  • A new application may not be required for the assumption itself.
  • The insurer may request updated property information or inspections when permitted.
  • Roof age, condition, claims information, and other risk characteristics may affect future underwriting and renewal decisions.
  • The assuming company may cancel or nonrenew for legally permitted reasons with required notice; assumption does not guarantee continued coverage indefinitely.

When Staying With Citizens Makes Sense

If your packet confirms you are eligible to remain with Citizens, compare its estimated renewal premium, coverage, deductibles, assessment exposure, and future eligibility against the private offers. A complicated property history or older systems may be relevant, but they do not by themselves guarantee that Citizens will remain available at later renewals.

When Depopulation Makes Sense

An assumption offer may be attractive when the coverage and pricing are competitive or when the packet shows you are no longer eligible to elect Citizens. Compare the actual terms rather than assuming a takeout company automatically provides broader coverage or a lower long-term premium.

Risks of Applying Fresh in the Private Market

  • Roof age and condition may affect eligibility.
  • Claims history may be reviewed subject to applicable Florida law.
  • Prior sinkhole repairs or other property conditions may require documentation or affect carrier acceptance.
  • A new application may be declined or require repairs, inspections, or different coverage terms.

When to Shop the Market

It may be worthwhile to obtain separate quotes before your selection deadline, particularly if your property is in good condition or you want to compare coverage and price. Do not cancel existing coverage until replacement coverage is confirmed and effective. Shopping does not extend your Citizens depopulation response deadline.

9. Assessments & Coverage Differences

Citizens policyholders may be subject to assessments under applicable rules following substantial losses. Private-market policyholders can also be affected by certain assessments, but the assessment structures and potential exposure differ. Compare those differences along with coverage and premium rather than assuming every private policy eliminates assessment risk.

Some private insurers offer endorsements or coverage options that differ from Citizens, including possible coverage for pool screens or carports. Availability, limits, exclusions, and pricing vary by insurer and policy.

10. Citizens Clearinghouse

The Citizens Property Insurance Clearinghouse is a separate process used to help determine eligibility for Citizens by identifying qualifying private-market coverage opportunities, including in new-business and renewal contexts. It is not the same process as depopulation, in which approved insurers select existing Citizens policies for possible assumption. Both processes can affect whether Citizens coverage is available, but their procedures and notices differ.

Final Takeaway

Citizens depopulation can change who insures your home and whether you have the option to stay with Citizens. Read your packet, confirm your eligibility and response deadline, compare coverage worksheets and estimated premiums, and register your selection on time. If your policy is assumed, review the new insurer’s documents and upcoming renewal carefully.
